Thermal modernisation of the Archaeological Museum of the Middle Odra Region in Zielona Góra, based in Świdnica

Project description

This project has received funding under the European Funds for Lubuskie 2021–2027 Programme. The beneficiary of the project is the Archaeological Museum of the Middle Odra Region in Zielona Góra, based in Świdnica. As part of the project, the beneficiary will carry out the following thermal modernisation works:

  • insulation of the attic floor (refurbishment of the internal floor structure beneath the attic),
  • replacement of window frames,
  • modernisation of the heating system (central heating and domestic hot water systems, including replacement of the heat source – from coal to gas – along with flue gas extraction; additionally, purchase of an air-to-water heat pump),
  • replacement of lighting and modernisation of the electrical installation,
  • purchase and installation of a renewable energy photovoltaic system.

The project involves the following tasks:

  • Preparation of technical documentation, including, amongst other things, an energy audit, construction drawings and a project cost estimate.
  • Thermal modernisation works – a project planned to be carried out under a design-and-build contract. A single contractor is envisaged for the entire scope of works.
  • Project supervision – a task planned for implementation. A single contractor is envisaged for the entire scope of supervision, employing specialist inspectors.
  • Project promotion – a task planned for implementation. The following activities will be carried out as part of the promotional campaign:
  • information board
  • marking all information and promotional materials and correspondence within the project with logos and information on co-financing
  • posting information about the project on the Applicant’s and the City of Zielona Góra’s websites
  • announcement in the local press.

All information and promotional activities will comply with the European Funds Applicant and Beneficiary Handbook.

Target groups

Depending on the nature of the anticipated benefits, the project’s target groups have been divided into:

  • Users (internal and external) of the Museum building
  • Zielona Góra City Council, Lubuskie Province
  • Environmental protection agencies

Project objectives

The main objective of the project (at the outcome level) is the comprehensive energy modernisation of the Museum and the transition to a low-carbon economy through the use of renewable energy sources.

The implementation of this project is in line with the Operational Programme for the Regional Operational Programme (FEWL) 2021–2027 in relation to the implementation of Measure FELB.02.01 Energy Efficiency – Grants, Project Type: II Thermal modernisation of public buildings that are historic buildings, including the installation of renewable energy equipment and the replacement/ modernisation of heat sources or connection to the district heating/cooling network in public buildings owned by local authorities and their subordinate bodies and organisational units, as well as managed entities, and public buildings not associated with government administration.

The main objective of the policy (CP2) is a more environmentally friendly, low-carbon Europe transitioning towards a zero-carbon economy and a resilient Europe through the promotion of a clean and just energy transition, green and blue investments, the circular economy, climate change mitigation and adaptation, risk prevention and management, and sustainable urban mobility.

The deep thermal modernisation of the infrastructure covered by the project implements the measures set out in the above-mentioned strategic documents – the investment is closely linked to the transition to a low-carbon economy. The project in question is consistent with the policy of the provincial authorities, meets the needs of residents, and its implementation will result in a significant reduction in final energy consumption (reaching a target value of 412.30 GJ/year, representing a decrease of 724.48 GJ/year compared to the baseline, i.e. by 63.60%) and a reduction in greenhouse gas emissions (reaching a target value of 11.73 tonnes of CO2 equivalent per year, representing a decrease of 88.01 tonnes of CO2 equivalent per year compared to the baseline,

i.e. by 88.24%), and consequently an improvement in air quality in the immediate vicinity of the building in question.

Project outcomes

The following outcomes will be achieved as a result of the project:

  • EP – the annual non-renewable primary energy demand indicator will reach a target value of 67.00 kWh/(m²/year), representing a reduction of 311.00 kWh/(m²/year) compared to the baseline (i.e. by 82.28%);
  • EK – the annual final energy demand indicator will reach a target value of 96.30 kWh/(m²/year), representing a reduction of 200.90 kWh/(m²/year) compared to the baseline (i.e. by 67.60%);
  • CO2 emissions avoided amount to 88.0101 tonnes of CO2 equivalent per year;

The project addresses the following programme indicators:

  • Public buildings with improved energy performance: 952.80 m²

Enhancing the appeal of the Archaeological Museum of the Middle Oder Region on the German-Polish border

The Archaeological Museum of the Middle Oder Region in Zielona Góra, based in Świdnica, is implementing a project entitled ‘Enhancing the appeal of the Archaeological Museum of the Middle Oder Region in the German-Polish border area’, which is co-financed by the ERDF under the INTERREG VI A Brandenburg-Poland 2021–2027 cooperation programme, Fund for Small Projects of the “Sprewa-Nysa-Bóbr” Euroregion.

The aim of the project is to increase the attractiveness and accessibility of the Archaeological Museum of the Middle Oder Region in Zielona Góra for residents of the German-Polish border region by creating an offering for Polish and German visitors and promoting and supporting the cultural offering across borders.

The project will result in an information and promotional campaign, which will include, amongst other things, the creation of a new website for the institution and the purchase of modern display cases and exhibition equipment.

The project partner is the Tourist Information Centre in Cottbus – CMT Congress, Messe & Touristik GmbH.

Approved funding amount: PLN 61,867.98
