ORGANISATIONAL REGULATIONS

OF THE CENTRAL ELBE ARCHAEOLOGICAL MUSEUM

IN ZIELONA GÓRA, WITH ITS HEADQUARTERS IN ŚWIDNICA

CHAPTER 1

GENERAL PROVISIONS

§ 1

1. The Organisational Regulations of the Archaeological Museum of the Middle Odra Region in Zielona Góra, with its registered office in Świdnica, hereinafter referred to as the “Organisational Regulations”, set out the internal organisation and operating principles of the Museum by defining:

a. the scope of duties and responsibilities of organisational units and independent posts, as well as the supervision thereof, the powers, and the duties and responsibilities of the Museum’s staff

b. the organisational chart attached to these Rules

2. The organisational regulations are issued by the Museum Director after consultation with the Organiser – the City of Zielona Góra

3. The museum carries out the tasks set out in the applicable legislation and in its statutes.

4. Whenever the Organisational Regulations refer to the “Museum”, this shall be understood to mean the Museum of Archaeology of the Middle Odra Region in Zielona Góra, with its registered office in Świdnica; whenever they refer to the “Director”, this shall be understood to mean the Director of the Museum of Archaeology of the Middle Odra Region in Zielona Góra

CHAPTER 2

LEGAL BASIS FOR THE MUSEUM’S OPERATIONS

§ 2

1. In accordance with the Museum’s statutes, the Director, appointed by the Mayor of Zielona Góra, is responsible for the overall management of the Museum’s activities.

2.The Director of the Museum is responsible for: the overall management of the Museum’s core and administrative , general supervision of the collections and their record-keeping, as well as of the Museum’s assets; presenting material and financial plans, reports and investment proposals to the Organiser and relevant institutions; ensuring the rational and effective management of financial and material resources; issuing orders and performing the duties of an employer, including the conclusion and termination of employment contracts with Museum staff and the taking of decisions arising from the employment relationship, representing the Museum externally, cooperating with the Museum’s Chief Accountant on financial, accounting and economic matters; acting as chair of the Editorial Board for the publications of the Central Nadodrze Archaeological Museum in Zielona Góra, creating conditions for the professional development of staff, overseeing cooperation with local government bodies, institutions, organisations, trade unions and associations, as well as other institutions, in relation to the Museum’s activities both within the country and abroad; supervising, monitoring and evaluating the work of the Museum’s departments and staff in their respective roles.

§ 3

The Director manages the Museum with the assistance of the Chief Accountant and representatives appointed by him.

§ 4

  1. The Director has direct responsibility for the Museum’s specialist departments
  2. The Chief Accountant heads the Administration Department, oversees all financial, accounting and human resources matters at the Museum, participates in budget planning and manages its implementation.

Organisational structure of the Museum

The Museum’s organisational structure comprises the following departments:

§ 6

The Education, Promotion and Exhibitions Department is headed by a manager, whilst the other units are managed by independent staff members who possess the requisite qualifications and work experience.

§ 7

The Head of Department and the senior staff in charge of the workshops are accountable to the Director for ensuring that tasks are carried out in accordance with the Museum’s needs and work plan.

Their duties include planning the work of the entire team within the department or workshop, submitting the required reports on time, and presenting the results of their work as necessary. They are responsible for the museum collections and other items entrusted to them.

Chapter 4

The Museum’s remit and organisation

§ 8

ARCHAEOLOGY DEPARTMENT

The main tasks of the staff of the Archaeology Department include: conducting and participating in archaeological surface surveys, test pits, fixed-site excavations, rescue excavations and planned interventions, as well as work commissioned by external parties; acquiring archaeological collections as a result of archaeological research and taking over archaeological objects from individuals and legal entities; collecting, cataloguing, scientific processing and recording of archaeological artefacts; maintaining and updating the electronic database of archaeological museum collections; preparing, compiling and archiving technical and descriptive documentation arising from archaeological research and documentation of entrusted museum collections; storing collections in conditions ensuring their complete safety, monitoring their condition and storing them in a manner accessible for scientific purposes, as well as reporting any changes in this regard to the Museum Director, conducting and participating in scientific and research work, carrying out dissemination and popularisation activities, and in particular: organising permanent and temporary exhibitions, implementing other forms of promotion for the department and the Museum, compiling and publishing catalogues, exhibition guides, results of archaeological research, academic and popular science publications, as well as articles, lectures and papers; making collections and documentation available for scientific, exhibition, publishing and educational purposes; conducting research queries; preparing plans and reports on the department’s activities and concerning the archaeological collections; cooperating with other units, cultural, scientific and educational institutions, and departments of the Museum within the scope of the department’s activities; preparing programmes, projects and grant applications aimed at securing external funding for substantive activities.

The department consists of three independent workshops.

1. The Inventory Department carries out and coordinates entries in the Museum’s inventory registers (collection registers, deposit registers, bulk materials registers) and maintains a scholarly catalogue of the collections, an archive of archaeological sites from the Central Odra region, and an archive of documentation from the Museum’s archaeological research. It also maintains a register of reports. Through research and other forms of acquisition, this department collects collections from prehistoric periods, i.e. from the Stone Age up to the decline of the Roman Empire’s influence, catalogues them for the Museum’s scientific catalogue, and enters them into the Inventory Register of the Prehistoric Archaeology Department’s Collections.

2. The Medieval and Modern Archaeology Department collects, through research and other means, artefacts dating from the Migration Period and the Early Middle Ages up to and including the Modern Era; compiles them into the Museum’s academic catalogue and enters them into the Inventory Registers of the Department of Medieval and Modern Archaeology. The duties of the Department’s staff also include conducting archaeological supervision of construction works commissioned by the museum.

3. The Urban Archaeology Department collects, through research and other means, artefacts from the medieval and modern periods, mainly from urban areas; it catalogues these for the Museum’s academic catalogue and records them in the Inventory Register of the Urban Archaeology Department’s Collections. The duties of the Laboratory’s staff also include conducting archaeological supervision of construction works commissioned by the museum.

The Archaeological Department is responsible for the archaeological collection storage facilities in Wicin.

§ 9

EDUCATION, PROMOTION AND EXHIBITIONS DEPARTMENT

1. The Education, Promotion and Exhibitions Department carries out its outreach activities through permanent, temporary and special exhibitions organised in the Museum’s exhibition galleries as well as off-site. The Department’s staff oversee the exhibitions and are responsible for the collections on display; they ensure that guided tours are conducted and that the exhibition galleries are kept clean and tidy. The Department’s staff are responsible for organising all forms of outreach, including talks, lectures, museum lessons, sessions and conferences. The Department is involved in the production and distribution of small souvenirs, leaflets and brochures. The workshop staff also carry out the necessary conservation and restoration of ceramics and other materials, produce relevant drawings and prepare educational materials required by all departments of the Museum.

2. The Department is responsible for the Museum’s academic library. The duties of the department’s staff in this regard include: building up the book collection through purchases, accepting donations and engaging in inter-institutional exchanges of the Museum’s own publications, as well as subscribing to journals relevant to the Museum’s core activities, cataloguing and organising the book collection in the form of a card-based and electronic catalogue, making library collections available in the reading room, cooperating with other libraries and academic information centres regarding the collection and organisation of collections and the exchange of information sources on library collections, monitoring the security and condition of the collections entrusted to the library and reporting any changes in this regard to the Museum Director, implementing a programme for the exchange of publications with cultural institutions and scientific and research establishments in Poland and abroad.

§ 10

ADMINISTRATION DEPARTMENT

1. The Chief Accountant manages the Museum’s financial accounts in accordance with the regulations, plans the budget in consultation with the Director, oversees its implementation, collects financial documents and prepares the necessary reports on the implementation of financial tasks. The Chief Accountant’s duties include overseeing the records of fixed and current assets, preparing payments to the Museum’s permanent and temporary staff as well as other payments, and developing programmes, projects and grant applications aimed at securing external funding.

2. The HR specialist oversees all administrative tasks, manages the secretariat, and in particular handles correspondence relating to organisational and administrative matters; is responsible for organising and recording the Museum’s founding documents, registration matters, regulations and rules; drafts proposals for the Museum’s regulations and rules; manages all matters arising from employment relationships in accordance with applicable regulations; maintains staff personnel files and documentation concerning former Museum employees in accordance with applicable regulations; makes payments to permanent and temporary staff, as well as payments and deposits for other purposes; provides support to other departments and workshops regarding the reproduction of printed materials and documents; maintains the company archive

3. The Administrative Specialist coordinates all matters relating to maintaining the technical condition of the premises at an appropriate standard and oversees fire safety and anti-burglary measures for the Museum’s buildings; is also responsible for drafting contracts relating to the operation of the Museum’s premises; at the request of the Head of the Education and Promotion Department and relevant staff, placing orders for equipment, cleaning products and office supplies; and conducting procurement, supply and service procedures in accordance with the Public Procurement Law , managing matters relating to compliance with health and safety and fire safety regulations, providing staff with personal protective equipment and maintaining records thereof; managing matters concerning investments and renovations in the Museum’s premises, relating to equipment and the management of assets; supervising the inventory of the Museum’s assets

3. The department’s staff look after the historic park next to the Museum.

Chapter 5

Final provisions

§ 11

All employees are required to familiarise themselves with the contents of these regulations.

§ 12

The museum is open to visitors every day, from Tuesday to Sunday, during the hours specified in a separate Order issued by the Museum Director.

§ 13

Amendments to the rules and regulations shall be made in accordance with the procedure laid down for their adoption, unless the legislation in force on the date of the amendments provides otherwise.
