I. Description of the subject of the contract:
1. KOSTKA-type hard coal subject to excise duty (50 tonnes), country of origin: POLAND
The price should include delivery.
Due to the capacity of the cellar, a single delivery is limited to a maximum of 15 tonnes!
2.Deliveries will be made in stages as required to the Museum of Archaeology of the Middle Odra Region, 27 Długa Street, 66-008 Świdnica.
3. Delivery dates: from October 2025 to April 2026, on working days (Monday to Friday) between 9.00 am and 3.00 pm, following notification by telephone or email at least one week in advance.
II. The tender must include the following information:
1. Tenderer’s details (name, address, tax registration number, business registration number).
2. The unit price of KOSTKA hard coal (net and gross price) per tonne, including excise duty, with an indication of the country of origin, delivery and unloading.
3. The tender must be submitted in writing (either as an original document or as a scan of the signed declarations) in Polish.
4. The tender must be drawn up in accordance with Appendix 1 (Tender Form) to the Request for Tenders or using your own template, which must include the same information as in the template provided by the Contracting Authority (Tender Form).

IV. The contracting authority will evaluate valid tenders on the basis of the following criteria:
1. Criteria and method for evaluating tenders: price 100%.

2. Terms of payment – invoice payable within 14 days.

II. DESCRIPTION OF THE ITEM TO BE PURCHASED
1. The subject of the contract is the purchase and delivery of a brand-new passenger car, manufactured in 2023, for the needs of the Archaeological Museum of the Middle Oder Region.
2. Required parameters:
- Maximum length of the load compartment up to the second row of seats or up to the partition, if the vehicle is fitted with one (please specify the exact dimensions)
- Rear swing doors, opening to 180 degrees – essential
- Load space height to the roof of not less than 1200 mm (please specify exact dimensions)
- Power-assisted steering
- Airbags for at least the driver and front passenger
- Manual or automatic air conditioning (please specify specifications)
3. A detailed description of the subject matter of the contract is set out in Annex 2 to the Request for Quotations – Detailed description of the subject matter of the contract (COMPARISON TABLE OF THE SUBJECT MATTER OF THE CONTRACT OFFERED AGAINST THE CONTRACTING AUTHORITY’S REQUIREMENTS).
4. The maximum amount that the Contracting Authority intends to allocate to finance the contract is PLN 155,000.00 gross.
The Contracting Authority reserves the right not to consider any tenders where the total gross price for the performance of the contract exceeds PLN 155,000.00 gross.
5. The Contracting Authority reserves the right to amend the content of the request for proposals or the relevant annexes thereto (including the description of the subject matter of the contract) before the deadline for the submission of tenders, and shall inform the Contractors bidding for the contract by publishing the relevant information on the website where the request for proposals was posted.
III. ORDER DELIVERY TIME
1. Delivery of the car by 31 July 2023
2. Place of performance:
- Delivery to the Ordering Party’s premises – the Archaeological Museum of the Middle Odra Region, 27 Długa Street, 66-008 Świdnica.
3. Terms of payment:
- 14 days from the date on which the Customer receives a correctly issued VAT invoice.
IV. CONDITIONS FOR PARTICIPATION IN THE PROCEDURE
The contractor must meet all of the following conditions:
1. To accept all the terms and conditions of this Request for Quotation without reservation.
2. To hold the necessary authorisations to carry out specific activities or operations, where the law requires such authorisations to be held.
3. be in a financial position that enables them to fulfil the contract in its entirety.
4. The contract must be completed by 31 July 2023.
5. Have at least one service centre located no more than 50 km from the contracting authority’s premises (please provide the addresses of the service centres), where it is possible to carry out all
the work required to honour the warranty, in particular maintenance, technical inspections, servicing and repairs.
6. Any tenderer who does not meet the requirements will be excluded from the procedure. Compliance with the conditions for participation in the procedure will be assessed on a pass/fail basis.
7.Compliance with the above conditions will be assessed on the basis of the information contained in the Tender Form (Annexes 1 and 2 to the Request for Tenders).
V. DEADLINE AND METHOD FOR SUBMITTING A TENDER
1. Tenders must be submitted by 10.00 am on 17 July 2023

3. Once the deadline for submitting tenders has passed, the Contracting Authority will examine and evaluate them in accordance with the rules set out in this invitation to tender.
VI. CRITERIA FOR EVALUATING TENDERS
When selecting the most advantageous tender, the Contracting Authority will be guided by the following criteria:
1. Only bids that have not been rejected and that meet all the formal requirements set out in the Request for Proposals will be assessed against the criteria below.
2. Bids will be evaluated solely on the basis of the criteria set out below:
Gross price – 60 points – 60%
Equipment (as per Appendix 2) – 40 points – 40%
3. The tender that receives the highest number of points will be deemed the most favourable.
4. The maximum number of points that a tender can be awarded is 100.
5. If it is not possible to select the most advantageous tender because two or more tenders have received the same total score in the procedure, the Contracting Authority shall consider the tender with the lower price to be the most advantageous. If the most advantageous tender cannot be selected because tenders with the same price have been submitted, the Contracting Authority shall invite the Contractors who submitted those tenders to
submit supplementary tenders within a time limit set by the Contracting Authority. When submitting supplementary tenders, Contractors may not offer prices higher than those offered in the tenders already submitted.
6. The method of awarding points for each criterion:
1) Points for the ‘Gross price’ criterion will be calculated using the following formula:
Number of points = (price of the lowest bid / price of the bid under consideration) × 60
The final result of this calculation will be rounded to two decimal places;
2)Points under the criterion set out in Annex 2
Points will be awarded by means of a comparative analysis of the tenders submitted in the procedure. The contractor offering the highest standard of additional equipment
will be awarded the maximum number of points available under this criterion. The remaining contractors will receive a number of points proportional to their ranking in the comparison.
Points will be awarded on the basis of the contractor’s declaration contained in the Tender Form, constituting Annex 1 and Annex 2.
The contracting authority wishes to emphasise that the absence of a declaration in this regard will result in 0 points being awarded for this criterion, whilst the contract will specify the deadline
for completion of the contract.
VII. NOTES
The contracting authority reserves the right to cancel the procedure at any stage and at any time.

REQUEST FOR QUOTATIONS
The Archaeological Museum of the Middle Odra Region in Zielona Góra, based in Świdnica, invites tenders for: “The purchase and supply of coal for the 2023 heating season.”
I. Description of the contract:
1. KOSTKA-type hard coal, including excise duty (30 tonnes).
The price should include delivery.
Due to the capacity of the cellar, a single delivery is limited to a maximum of 20 tonnes!
2. Deliveries will be made in stages as required to the Museum of Archaeology of the Middle Odra Region, 27 Długa Street, 66-008 Świdnica.
3. Delivery dates: from September 2022 to December 2022, on working days (Monday to Friday) between 8.00 am and 4.00 pm, following notification by telephone or email at least one week in advance.
II. The tender should include the following information:
1. Tenderer’s details (name, address, tax registration number, business registration number).
2. The unit price of KOSTKA hard coal (net and gross price) per tonne, including excise duty, delivery and unloading.
3. The tender must be submitted in writing (either as an original document or as a scan of the signed declarations) in Polish.
4. The tender must be drawn up in accordance with Appendix 1 (Tender Form) to the Request for Tenders or using your own template, which must include the same information as in the template provided by the Contracting Authority (Tender Form).
III.Place and deadline for submitting tenders:

IV. The contracting authority will evaluate valid tenders on the basis of the following criteria:
1. Criteria and method for evaluating tenders: price 100%.

1. The contracting authority will enter into a contract with the selected contractor once the notice of the contractor’s selection has been issued.
2. Terms of payment – invoice payable within 14 days.
3. If the contractor whose tender has been selected refuses to enter into the contract, the contracting authority may select the next most advantageous tender from among those submitted, without re-evaluating them.
4. The contracting authority does not allow for negotiations.
5. The contracting authority reserves the right to cancel the public procurement procedure at any stage without giving a reason.
