Museum Board

Pursuant to Resolution No. III.58.2024 of the Zielona Góra City Council dated 25 June 2024 on the establishment of the Museum Council at the Archaeological Museum of the Middle Odra Region in Zielona Góra, based in Świdnica, the Museum Council was appointed with the following membership:

RULES OF PROCEDURE OF THE MUSEUM COUNCIL AT THE ARCHAEOLOGICAL MUSEUM OF THE MIDDLE ODRA VALLEY
IN ZIELONA GÓRA, WITH ITS REGISTERED OFFICE IN ŚWIDNICA

§ 1

The Council of the Archaeological Museum of the Central Odra Region in Zielona Góra, with its registered office in Świdnica, ul. Długa 27, 66-008 Świdnica, hereinafter referred to as the “Council”, operates on the basis of Chapter III § 12 of the MAŚN Statutes, adopted by Resolution No. XXVI.253.2015 of the Zielona Góra City Council dated 21 December 2015, and these Rules of Procedure.

§ 2

The Council is an advisory and consultative body to the Director of the Museum. The Council’s remit includes issuing opinions and making recommendations relating to the Museum’s statutory duties, and in particular:

a) on general matters concerning the organisation and development of the Museum,

b) on the policy regarding the acquisition, evaluation, conservation and public access to the collections,

c) on the conduct of research and the publication of its results, as well as the organisation of academic and popular science conferences,

d) on matters concerning exhibition, educational and outreach activities.

§ 3

The members of the Museum Council are appointed by the Mayor of Zielona Góra for a term of four years. The Council shall consist of five members.

The members of the Council shall elect a Chair and a Vice-Chair from among themselves.

The Secretary, who performs this role as an additional official duty, shall be appointed by the Museum Director in consultation with the Chair of the Council.

§ 4

The duties of the Chair of the Council shall include:

a) directing the work of the Council in accordance with the Museum’s Statutes and the Council’s Rules of Procedure,

b)      representing the Council externally before administrative, local government and political authorities, and in the media.

The duties of the Secretary shall include:

a) preparing the agenda for meetings in consultation with the Chair or Vice-Chair,

b) overseeing the implementation of resolutions,

c) maintaining the Council’s records.

§ 5

Ordinary meetings of the Council shall be convened by the Chair or Vice-Chair at least once a year.

Extraordinary meetings shall be convened at the request of at least three Council Members or at the request of the Museum Director.

The Museum Director and invited guests shall attend Council meetings.

Council Members may submit their opinions in writing if they are unable to attend a meeting.

In urgent matters, the Chair of the Council may take decisions following consultation with Council Members by telephone or online.

Minutes are taken of Council meetings. The minutes are signed by the Chair of the meeting and the Council Secretary.

Copies of the minutes of Council meetings are sent to Council Members, the Mayor of Zielona Góra and the Director of MAŚN.

Council Members should attend academic and popular science sessions, as well as museum exhibition openings.

§ 6

For Council resolutions to be valid, the presence of at least three Members is required.

Council resolutions are adopted by a simple majority of votes.

The Council adopts resolutions by open ballot.

The Council may decide to hold a secret ballot on specific matters if the interests of the matter so require.

§ 7

Council members are reimbursed for travel expenses and receive a daily allowance in accordance with the applicable regulations. They may waive these benefits by adopting a resolution applicable to all members or by means of individual written declarations.
